The Code of Virginia now requires all local government comprehensive plans to include, “the designation of areas and implementation of measures for the construction, rehabilitation and maintenance of affordable housing…”. In addition, larger and higher-growth communities must (and other jurisdictions may) now create “urban development area(s)” that incorporate the principles of new urbanism and traditional neighborhood development. The Virginia Housing Development Authority (VHDA), in partnership with the National Development Council address these issues in this two-day workshop geared to practicing Virginia planners (other local government officials welcomed).
Day One includes presentations on:
- Affordable housing model comp plan language from around the Commonwealth;
- Virginia’s changing demographics affecting housing needs;
- How re-thinking density creates healthier communities;
- Reshaping neighborhoods with form-based codes;
- Mixed-use/mixed-income case studies; and
- Recent Virginia land use legislation and policies.
On Day Two, the National Development Council (NDC) will present a Mixed-Use Real Estate Finance primer for planners that discusses:
Real estate financing concepts;
Key financial analysis documents;
Permanent lender underwriting and ratio analysis;
Tax credits;
Financing tools for mixed-use development; and
Sample mixed-use deals and case studies.
