Abstract: The City of Norfolk, together with a consulting team, embarked on long range planning study of the Saint Paul’s Area. The 120-acre Saint Paul’s Area, located adjacent to Downtown, is comprised of the 618-unit Tidewater Gardens public housing community, five churches, four of which are listed on the National Register of Historic Places, an elementary school, among other uses. The area is located at the southern end of Church Street, the historic center of African-American commerce and culture in the region. The goal of the plan is to create a vibrant mixed use, mixed income community.
